A set of reforms made in September 2010 by the Banking Supervision Committee to strengthen the regulation, supervision and risk management of the banking sector. Therefore, it is an agreement between the central bank and supervisors.

The reforms are focused on bank regulation, in order to increase the response capacity of each institution in times of tension or crisis. It is also focused on systemic risk that may accumulate in the banking sector as a whole.
